Our Team

Chen Shian Jan Erwin

Chen Shian Jan Erwin is a director of Wellern International, and Fenixe World Pte Ltd. As an associate consultant/trainer, Erwin has delivered many consultancy projects and conducted hundreds of training programmes for the Singapore Civil Service College (CSC), Institute of Singapore Chartered Accountants (ISCA), Singapore Cooperation Enterprise (SCE), National University of Singapore (NUS), etc. He has trained Singapore participants and delegates from ASEAN, China, Pakistan, and many other countries.

Being a Chartered Accountant and also drawing from his experience as a former accountant with the Singapore Ministry of Finance (MOF) and the Accountant-General’s Department (AGD), Erwin’s speciality is in the areas of public and corporate governance, financial management, public procurement, and internal control strategies and initiatives.

Winston Tan

Winston is passionate about inspiring minds, igniting passion and motivating others to bring about positive change. As a trainer and curator with expertise in public governance and administration, he  works closely with governments in areas relating to financial, procurement and public governance. He speaks and facilitates regularly at international conferences/workshops and is involved with various initiatives in Africa, ASEAN, Commonwealth countries and the Middle East.

Winston continues to work out of his base in Singapore. He commutes regularly between Australia, where his wife and 3 children are based, and Singapore, and wherever his consultancy assignments take him to. Despite his hectic schedules, he is deeply committed to his family and believes strongly in maintaining a balanced lifestyle of faith, family, friends and work.

In recognition of his contributions in the field of training and consultancy, Winston received the:

  • Civil Service College 2011 Excellence Awards for Outstanding Associate Trainers; and
  • Civil Service College 2017 Innovation for Impact Award

Winston was previously with the Ministry of Finance and Ministry of Foreign Affairs Singapore and the then Coopers & Lybrand. His qualifications include:

  • Chartered Accountant of Singapore (Non-Practising)
  • Master of Arts in Lifelong Learning (Dist-Valedictorian) (Institute of Education-UCL)
  • Bachelor of  Accountancy (Hons) (Nanyang Technological University)
  • Certified Professional Coach (International Coach Academy)
  • Adult Associate Educator (Institute for Adult Learning Singapore – AEP)
  • Post-grad Dip. & Adv. Level Qualification in Family Education (European Institute of Educational Sciences)
  • Cert. in Devt. Evaluation in the Public Sector (AFDC, Shanghai)

He is an Associate Trainer with Civil Service College, Singapore and an Associate Transformation Facilitor with Nu Quest Management Pte Ltd.
